The function of Youth Volleyball is to provide an opportunity for players and coaches who enjoy volleyball to participate in a quality program catering to various levels of play beyond the traditional school season. For players pursuing the elite level, club participation is essential.
Youth Volleyball policies and directions are formulated by the Volleyball BC Regional Development Committee with assistance from Volleyball BC staff. This committee is comprised of regional coaching staff and volunteer members from various regions.

16/15/14U Overhand Passing Rule Clarification
Officials and Coaches:
ROC Glenn Wheatley and I would like to clarify the “First Contact Serve Receive Rule" for 16U/15U/14U. To make things clear: please call a fault when the first contact is a ‘double contact’ and do not call it if the contact is clean.
With all new rules we can expect a period of adjustment for all parties. I encourage coaches to be patient and understanding with officials and they become more proficient in upholding this rule for the different age groups.
This rule was not intended to eliminate the overhead pass. Therefore, I encourage coaches to continue training your athletes to properly execute this skill.
Thanks for contributing your time and effort to the sport of volleyball, you make a difference in the lives of youth.
Chris Berglund - VBC Technical Director
Glenn Wheatley - Regional Officials Chairperson
